Parts of Florida are under a state of emergency as Tropical Storm Helene heads for the state. Helene formed Tuesday morning and is expected to impact the Sunshine State as a hurricane when it lands on Thursday. CBS News national correspondent Manuel Bojorquez reports from Clearwater, Florida.
