President Biden traveled to Florida on Sunday, where he announced more than $600 million in aid to help recovery efforts from hurricanes Helene and Milton. Mr. Biden has asked Congress to return and approve additional aid, but House Speaker Mike Johnson said he won’t ask lawmakers to return to Washington before the election. Tom Hanson reports.
